Presidente: Prof. Dr. Juarez Freitas
Juarez Freitas is a Law Professor at PUCRS – Pontifícia Universidade
Católica do Rio Grande do Sul (Catholic University of Rio Grande
do Sul) and UFRGS – Universidade Federal do Rio Grande do Sul (Federal
University of Rio Grande do Sul), a lawyer and a consultant in Porto Alegre,
Rio Grande do Sul.
He is the President of the Instituto Brasileiro de Altos Estudos de Direito
Público, was President of the Instituto Brasileiro de Direito Administrativo
(Brazilian Institute for Administrative Law), from 2004 to 2007, and the
President of the Interesse Público (Public Interest) Magazine Editorial
Council.
He was an Associate Researcher at Oxford University (2005) and Visiting
Scholar at Columbia University (2006). In 2007, he was an invited teacher,
as a researcher, at important Italian universities. He is also the former
Coordinator of the Law Masters Degree and Doctorate Department at PUC-RS
(1997-2006) - nowadays, he coordinates its Research Group on Constitutional
Interpretation and Administrative Law.
Among many other important honors, he has received the Collar of Merit
Geraldo Ataliba (IBDM), the Collar of Merit Miguel Seabra Fagundes (ATRICON),
the Medal of Institutional Merit (AMPCON) and the Medal Professor San Tiago
Dantas (ANPF).
Professor Paulo Bonavides said about the author: “uarez Freitas has
earned his place in the notable group of the most distinguished jurists
in Brazil, as a result of his contribution to the juridical area, specifically
in Public Law, and also as a college teacher, where he is a reverenced master”.

2007 and also Estudos de Direito Administrativo (Administrative Law Studies)
- a sold out edition -, as well as the coordinator of the book Responsabilidade
Civil do Estado (State civil responsibility), with several collaborators,
2006.
